Thanks to the ‘Culture within Reach 2.0’ Project, cultural institutions have received technologically advanced equipment and are digitizing their valuable collections. Ahead of the Project Leader – the Kuyavian and Pomeranian Voivodeship – are further activities, including the launch of modern Internet portals and the introduction of the region’s resources into global reach.
The experience of the Project implementers and the desire to take a broader look at the topic of digitalization and online accessibility of cultural resources and to share knowledge on the subject inspired the organisation of the conference “Directions for the Development of Digitalization and Online Accessibility of Regional Heritage and Cultural Resources”.
The conference, held on October 18, 2023 at the CKK Jordanki in Toruń, was attended by European and Polish experts in the field of digitalization and making cultural heritage accessible. Dr Licia Calvi, a Dutch lecturer and researcher at Breda University of Applied Sciences, presented her vision of the future of museums and exhibitions in the context of modern technology. Her work deals with digital transformation in cultural tourism. Her research focuses on the design of museum experiences and the use of digital storytelling for cultural heritage. She has experimented with different technologies (VR and AR, mixed media). The director of one of the largest companies in Hungary, which has been providing cutting-edge IT solutions in culture and tourism for more than 20 years, Peter Rendes, talked about how to bring today’s exhibitions to life. Thanks to Erik Bunsch, head of the Three-Dimensional Documentation Workshop at the King John III Palace Museum in Wilanów and an expert at the National Institute of Museums and Collections Protection and the National Audiovisual Institute in digital techniques for the documentation of cultural heritage objects, we learned how the Polish context relates to the legal and technological aspects of digitalization in the light of EU programme documents. During the conference, good practices concerning the digitalization of cultural resources were presented by representatives of the District Museum in Bydgoszcz and the CCA ‘Znaki Czasu’ in Toruń.

Kazimierz Hoffman Kazimierz Hoffman is the most acclaimed poet from the city of Bydgoszcz. His work is admired by contemporary authors. It is highly valued by experts, literary critics and connoisseurs of poetry. He is one of three poets from the Kuyavian and Pomeranian Voivodeship recognized in Poland, alongside Kasprowicz and Przybyszewski. He has left behind eighteen volumes of poetry and two books of essays.
The website dedicated to Kazimierz Hoffman is another step taken by the Kujawsko-Pomorskie Cultural Centre in Bydgoszcz to commemorate the Bydgoszcz poet and present his work, following, among others, the creation of the Hoffman Salon and the establishment of the National Poetry Competition for the KOS Prize. This would not have been possible without the poet’s daughter handing over the copyright to his works, some of which have been digitalized as part of the ‘Culture within Reach 2.0’ Project. In addition to his works, biography and memorabilia related to the author of Signs, the website will present, among other things, selected memoirs about the poet, reviews of volumes of his poems and sketches, and interviews. Detailed lists of Hoffman’s published texts by and about Hoffman have been compiled in indexes, which also contain notes on people associated with the poet. The website devoted to the poet cannot fail to include information about the competitions he is a patron of – the Festival of Beautiful Reading and, above all, the National Poetry Competition KOS for the best volume of poetry, held under the honorary patronage of the Marshal of the Kuyavian and Pomeranian Voivodeship.

The ‘Culture within Reach 2.0’ Project, led by the Kuyavian and Pomeranian Voivodeship, is on the list of international GOOD PRACTICES of the ‘Digitourism’ Project of The Interreg Europe programme. “Digitourism” partners from Italy, Spain, the UK and the Canary Islands, among others, are interested in implementing the project in their regions.
The products of the Culture within Reach 2.0 Project have thus become a model and a reference point for the development and implementation of similar solutions by other European countries. “This is already a major outcome of this project. The European Union has recognized that our ‘Culture within Reach’ is a model programme for making cultural assets accessible and they have recognized this as GOOD PRACTICE and will be implementing solutions from our project at home”, says the Deputy Marshal.
The Culture within Reach 2.0 project has been made known to European institutions through the partnership of the Kuyavian and Pomeranian Voivodeship (Department for International Cooperation) with 8 countries as part of the Digitourism project, which exchanges experience, good practice in supporting tourism in the development of digital technologies, especially virtual, augmented reality.{youtube}5xWRYNtI9Cs{/youtube}
During a study visit to Toruń in April, project partners from France, Italy, Hungary, the United Kingdom, Norway, Spain and the Netherlands recognized ‘Culture within Reach 2.0’ as a GOOD PRACTICE that serves as a model and point of reference for the development and implementation of similar solutions by other European countries.

Safer Internet Day’s main aims are to initiate and promote activities for safe access to online resources for children and young people, to familiarize parents, teachers and educators with online safety issues and to promote positive use of the internet.
Safer Internet Day is celebrated this year on 9 February. Originating from an initiative of the European Commission, the event has been organized since 2004. The event in Poland is organized by the Polish Safer Internet Programme Centre (PCPSI).

A digitalization process is underway in the cultural institutions of our region. Thanks to specialized equipment and services provided by the Marshal’s Office of the Kuyavian and Pomeranian Voivodeship, the cultural resources of, among others, the Centre for Culture, Sports and Leisure in Świecie will be digitized and then made public on the internet in a specially created ‘virtual museum’. Before this can happen, however, cultural institutions must make their resources available in digital form.
The Centre for Culture, Sports and Recreation in Świecie is one of 67 project partners and has been enriched with a professional book scanner for digitizing books and flat objects, a high-end macro photography set with studio lighting and a computer set with a professional graphics monitor and software for post-production graphics processing.
“The digitalization will mainly cover movable antiquities, photographic documentation, ephemeral materials, file documentation, periodicals and books. In its collection of archival material, the Regional Chamber has mainly material from the 19th and 20th centuries. These include: Polish and German-language periodicals (19th and 20th century), identification cards, certificates, diplomas, etc. – donations from the region’s inhabitants, war memoirs, Jan Kamiński’s legacy, residual materials of societies active in Świecie at the beginning of the 20th century, archaeological and ethnographic artifacts and sacred objects,” says Tomasz Pasiek of the Regional Chamber of the Świecie Region of the Centre for Culture, Sports and Recreation in Świecie.
Once digitised, the collections will be prepared for publication as part of the project and made available online in the form of a ‘virtual museum’ and a Digital Guidance Platform.
„What is important is that the interactive guides to exhibitions, towns and trails will be multilingual, which will mean that, as a result of this project, Internet users from all over the world will be able to participate in the cultural life of the region,” emphasizes Mariusz Kubiński, manager of the ‘Culture within Reach 2.0’ project.
Wherever we are, we will not only be able to enter and virtually view cultural events or venues of interest, but we will also be able to immediately book or buy an entrance ticket for a particular event. On visitors’ mobile devices, in turn, a virtual tour guide application will be available already on site, allowing them to plan a personalized tour with a description of each object.

Thanks to the ‘Culture within Reach 2.0’ Project implemented by the Marshal’s Office of the Kuyavian and Pomeranian region, the Ethnographic Museum in Toruń already has modern equipment to digitize its resources, as do 15 cultural institutions in the Kuyavian and Pomeranian region. Soon each of us will be able to get to know these unique collections quickly and easily, without having to leave our homes.
Digitalization of the resources of cultural institutions is one of the activities of the ‘Culture within Reach 2.0’ project implemented by the Department of Digitalization of the Marshal’s Office of the Kuyavian and Pomeranian Voivodeship. Digitalization is the preservation of cultural assets (images, photographs, films, books) in digital format. Thanks to digitalization, everyone will be able to browse the resources of their interest on the Internet free of charge and without leaving home. The Ethnographic Museum in Toruń is one of 67 partners in the ‘Culture within Reach 2.0’ Project and has already equipped its photographic studio with modern equipment for digitalization.
The Museum’s holdings currently include more than 65,000 museum artifacts related to traditional and folk cultures. It receives around 1,000 objects annually, which are included in the digitalization work. The collections are very diverse: from folk and non-professional sculpture and painting, through toy-making, cut-outs, ornamentation, textiles, costumes, embroideries, folk and urban clothing, to tools and utensils, musical instruments, furniture, and architectural details.
Most of these require a special rearrangement of the studio, which the new mobile equipment (including lighting) will help with. A professional macro photography kit equipped with high-end studio lighting will enhance the quality of the digitalization work and facilitate the further use of high-resolution images.
Further activities under the ‘Culture within Reach 2.0’ Project, in which the Museum is participating, still include the digitalization of around 20,000 negatives and 1,500 museum artifacts, as well as 3D scanning of large architectural objects located in three ethnographic parks: Ethnographic Park in the centre of Toruń, Olender Ethnographic Park in Wielka Nieszawka and Ethnographic Park in Kaszczorek.
Once digitized, the project’s digital collections will be prepared for publication and made available online in the form of a ‘virtual museum’ and Digital Guidance Platform, as well as in urban space in the form of Electronic Poster System displays.
Within the framework of ‘Culture within Reach 2.0’, training courses for the employees of the Project Partners have already been held, e.g. on copyright and related rights in terms of preparing collections for digitalization.

The Zdzisław Arentowicz Municipal Public Library in Włocławek has joined the 2018 digitalization project of the Marshal’s Office of the Kuyavian and Pomeranian Voivodeship. In May, it officially opened its digitalization workshop.
“The opening of the digitalization workshop in our library is a landmark moment for us. With this step, our unit is, in a way, entering the 21st century. Participation in this project will allow us to carry out one of our basic tasks, that is, to store collections, make them available and, importantly, protect library materials,” – Andrzej Chmielewski, director of the Włocławek Municipal Public Library, emphasised at the opening of the workshop.
Priority will be given to the digitalization of collections that are valuable, interesting and characteristic of the institution and whose availability would be at risk of destruction, e.g. press collections from the beginning of the century. The Library has one of the largest collections of regional press in the region, including, among others, the Gazeta Kujawska (Kuyavian Newspaper) from its first issue published in 1947. An important criterion for the order of digitalization will be the advice and suggestions of the recipients themselves. The library is keen to digitize its collections of regional literature and documents of social life.
Once digitized, the project’s digital collections will be prepared for publication and made available on the Internet in the form of a ‘virtual museum’ and Digital Guidance Platform, and in urban space in the form of Electronic Poster System displays.
The total value of the equipment for the digitalization workshop of the Zdzisław Arentowicz Municipal Public Library in Włocławek purchased as part of the implementation of the project ,,Culture within Reach 2.0 ” is PLN 468,179.82, of which: 85% of the funds come from the European Regional Development Fund and the budget of the Kuyavian and Pomeranian Voivodeship as part of the Regional Operational Programme of the Kuyavian and Pomeranian Voivodeship 2014-2020, while 15% of the funds are the own contribution of the Municipality of the City of Włocławek in the form of a targeted grant.

Employees of cultural institutions taking part in the ‘Culture in Reach 2.0’ project participated in a training course on issues related to the application of copyright law in the processes of digitalization and publication of digitized regional heritage works. The training was conducted by attorney Marcin Lasota from Krakow.
On 14-16 November 2018, a training course on copyright and related rights in the context of the activities of cultural entities was held for employees of cultural institutions participating in the project “Culture within Reach 2.0”, whose leader is the Kuyavian and Pomeranian Voivodeship represented by the Department of Digitalization of the Marshal’s Office in Toruń. The training was conducted by Lawyer Marcin Lassota of Lassota Law Firm Sp. j., based in Kraków, in three programme blocks tailored to the main profiles of cultural institutions: museums, libraries and cultural animators and related institutions (galleries, music centers).
The training comprehensively presented issues related to the application of copyright law in the processes of digitalization and publication of digitized works of regional heritage, and the possibility of an open panel to ask questions allowed the participants of the training to explore and address the most burning and troublesome topics in practice. The trainees were provided with extensive training materials on the most important aspects of the training topics enabling them to study and expand their knowledge on their own. Over the three training days, 105 people were familiarized with copyright law.
