Justification for the project

In 2016 and 2017, the Kuyavian and Pomeranian Voivodeship together with the contractors of the Feasibility Study of the project "Infostrada of Kuyavia and Pomerania 2.0" conducted surveys, the results of which showed that still, despite the implementation of previous IT projects, the percentage of matters handled electronically remains low – only 25.6% of the inhabitants of the Kuyavian and Pomeranian Voivodeship used public administration services via the Internet.

Justification for the project

In 2016 and 2017, the Kuyavian and Pomeranian Voivodeship together with the contractors of the Feasibility Study of the project "Infostrada of Kuyavia and Pomerania 2.0" conducted surveys, the results of which showed that still, despite the implementation of previous IT projects, the percentage of matters handled electronically remains low – only 25.6% of the inhabitants of the Kuyavian and Pomeranian Voivodeship used public administration services via the Internet.

The reason for this state of affairs was, among other things, the lack of data flow mechanisms between the registers kept by the public administration, which caused the information collected to be incomplete and, as aresult, outdated. In addition, the analysis showed the need to supplement the hardware infrastructure to varying degrees. The indicated situation equally affects municipal, county and voivodeship local governments. The Project Partners indicated, among other things, the need to improve the management of IT infrastructure, to provide archives for electronic document circulation or to implement tools allowing public access to registers and records. As a key element ofthe project, the necessity to integrate the internal systems of offices with the document circulation system and the Spatial Information System was indicated, in order to make available the possibility of providing services with a high level of maturity, which means, among other things, enabling free communication between the office and the citizen, the citizen and the office and between differentoffices. Such a need was particularly apparent in cities with county (presidential) rights, where almost 40% of the voivodeship’s inhabitants live.

Aim of the project

The aim of the project is to increase the use of information and communication technologies (ICT) in the sphere of public services by the inhabitants of the voivodeship through the provision of appropriate tools enabling them to make official arrangements via the Internet. Making coherent, comprehensive information from the area of e-Administration and the Spatial Information System available in digital form to the inhabitants of our region will allow the main objective of the project to be achieved, which is to continue to support the growth of competitiveness of the economy of the Kuyavian and Pomeranian Voivodeship on a national and international scale through further development of the information society infrastructure. Improving the availability of information and public resources will increase citizen participation in public life.

    Results of project implementation

    As a result of the project, the region’s inhabitants will be provided with coherent, comprehensive information in the field of e-government and spatial information. A platform for the exchange and sharing of data will be created, while new modules and software will enable project Partners – local government units – to move more efficiently within the Electronic Document Circulation.

    The project will contribute to increasing the efficiency of local government operations and the quality of public services, and will increase the use of ICT in public services. The implementation of the project will thus have a significant impact on leveling disproportions in access to administration. The implemented solutions will function at commune, district and voivodeship level, supporting management, promotion and development of communes, districts and voivodeships. Implementation will streamline office-entrepreneur, office-citizen and office-office contacts.

    Project information

    PLN 134,613,779.42 including co-financing from the European Regional Development Fund under the Regional Operational Programme for the Kuyavian and Pomeranian Voivodeship 2014-2020 – PLN 109,054,999.99 and from the budget of the Kuyavian and Pomeranian Voivodeship and Project Partners – PLN 25,558,779.43.

    The "Infostrada of Kuyavia and Pomerania 2.0" project involves 111 partners, including 109 local government units and the Kuyavian and Pomeranian Agricultural Advisory Centre in Minikowo and the Association of Counties of the Kuyavian and Pomeranian Voivodeship. The leader of the project is the Kuyavian and Pomeranian voivodeship, and it is implemented by the E-Project Implementation Department of the EU Projects Implementation Department of the Marshal's Office of the Kuyavian and Pomeranian Voivodeship.
