Right to ensure accessibility
Everyone has the right to request the provision of accessibility to a digital website, mobile application or some element thereof. It is also possible to request that the information be made available through an alternative means of accessibility, for example by reading a digitally inaccessible document, describing the content of a film without an audio description, etc. The request should include the details of the person making the request, an indication of which website or mobile application is being requested and the means of contact. If the person making the request wishes to receive the information by means of an alternative means of access, they should also specify how the information is to be presented in a way that is convenient for them. The public body should comply with the request without delay and no later than 7 days from the date of the request. If it is not possible to meet this deadline, the public body shall inform the requester without delay when it will be possible to comply with the request, but the deadline shall not be longer than 2 months from the date of the request. If digital accessibility is not possible, the public body may propose an alternative means of accessing the information. Where a public body refuses to comply with a request to provide accessibility or an alternative means of accessing the information, the requester may lodge a complaint about the provision of digital accessibility of the website, mobile application or an element of the website or mobile application. After exhausting the procedure indicated above, a request may also be made to the Ombudsman. It is also possible to request that the information be made available in alternative forms, such as reading a digitally inaccessible document, describing the content of a film without an audio description, etc. The request should include the details of the person making the request, an indication of which website or mobile application is being requested and the means of contact. Architectural accessibility
The Marshall’s Office of the Kuyavian and Pomeranian Voivodeship in Toruń has 12 locations.
- The main office of the Marshall’s Office of the Kuyavian and Pomeranian Voivodeship is located in a building at 2 Teatralny Square in Toruń, from which basic architectural and organisational barriers have been removed and the following facilities have been adapted to serve people with disabilities:
- access to the building is provided by an external staircase and a driveway,
- the main entrance is on the ground floor, unobstructed by thresholds, automatic double doors opening on a photocell,
- the building is accessible for people with disabilities on all levels by a system of three lifts, the disabled are served by all the office staff and, if necessary, by specially trained persons,
- corridors inside the buildings are at least 1,20 m wide,
- information on dealing with matters in the Office is provided at the Information and Referral Centre located on the ground floor in the main hall of the building, at the telephone number 56 62-18-600 or by e-mail punkt.informacyjny@kujawsko-pomorskie.pl
- toilets adapted to the needs of the disabled are located on the ground floor in the right corridor from the Information and Notification Desk, as well as on the first and second floor, in the same vertical area
- 2 parking spaces with spaces reserved for cars used by the disabled are located in the internal car park and are accessible after passing through barriers from Solidarność Avenue,
- a fire alarm system with light signaling system has been installed in part of the building,
- the European Funds Information Point located on the ground floor in the right corridor after entering the building was equipped with an induction loop,
- the lifts installed in the building are equipped with an acoustic signaling system informing about the closing and opening of the doors, a control panel with signs for the blind, voice information informing on which floor the lift has stopped, a display showing the number of the floor on which the lift is located, handrails on both sides of the cabin,
- in part of the building, the intercommunication staircase is equipped with handrails on both sides, extended by 30 cm at the beginning and at the end of the staircase, and finished in such a way as to guarantee safe use,
- the steps of the intercommunication staircase in the part of the building are marked with a contrasting color (start and end of staircase highlighted by a contrasting stripe),
- it is possible to enter the building and all its rooms (except for technical rooms) with an assistance dog and a seeing-eye dog,
- for our customers, we provide a free service with a sign language interpreter or guide interpreter when dealing with the Office. The need for an interpreter with the indication of the chosen method of communication should be reported at least 3 working days before the planned visit to the Office by contacting an employee of the Information and Referral Point, at e-mail address: punkt.informacyjny@kujawsko-pomorskie.pl, by telephone: 56 62-18-600 or by text message sent to 517 770 017.

- 2 parking spaces with spaces reserved for cars used by disabled persons, located in front of the entrance to the building,
- a toilet adapted to the needs of the disabled on the ground floor of the building,
- a fire alarm system with light signaling system is installed in part of the building,
- the lack of a lift makes it impossible for people in wheelchairs to move between the different floors of the building containing the customer service areas, there is the possibility of arranging a meeting with a client on the ground floor;
- escape routes and directions inside the building are marked with illuminated escape signs,
- there is a baby changing facility in the disabled toilet;
2) 13/15 Targowa Street in Toruń:
- 1 parking space with a position reserved for cars used by disabled persons,
- access to the building is provided by stairs, there is no ramp or other solution enabling easy access for persons in wheelchairs,
- once the access staircase has been passed, a lift installed in the building allows movement between the different floors of the building containing the customer service areas,
- no disabled toilet facilities,
- lack of facilities for the hearing and visually impaired,
- no facilities for carers with small children;
3) 167 Włocławska Street in Toruń:
- parking spaces with spots reserved for cars used by disabled persons,
- customer service facilities located on the ground floor,
- accessible toilets,
- corridors inside the buildings are at least 1.20 m wide,
- escape routes and directions inside the building are marked with illuminated escape signs,
- there is a fire alarm system installed in the building with light signaling of danger,
- no facilities for carers with small children
4) 1/3 Św. Jan Street in Toruń:
- the facility is not architecturally accessible for people with disabilities; it is possible to arrange a meeting with the client at another location,
- no facilities for carers with small children;
5) 15 Wały Generała Władysława Sikorskiego Street in Toruń:
- the facility is not architecturally accessible for people with disabilities; it is possible to arrange a meeting with the client at another location,
- no facilities for carers with small children;
6) 4 Kopernik Street in Toruń:
- 2 parking spaces with spots reserved for cars used by disabled persons, located in front of the entrance to the building,
- access to the building is provided by external stairs,
- no ramp or other solution to enable easy access for wheelchair users,
- once the entrance stairs have been crossed, a lift installed in the building allows movement between the different levels of the building containing the customer service areas,
- the lift installed in the building is equipped with an acoustic signal informing about the closing and opening of the door, a control panel with markings for the blind, voice information informing on which floor the lift has stopped, a display showing the number of the floor on which the lift is located,
- no disabled toilet facilities,
- no facilities for carers with small children,
- it is possible to arrange a meeting with the client at another location;
7) 52 Szosa Bydgoska in Toruń:
- 2 parking spaces with a stand reserved for cars used by disabled persons,
- customer service facilities located on the first floor,
- access to the building from the ground level, inside a lifting device preventing people using wheelchairs from moving between the different floors of the building containing the customer service premises,
- lack of disabled toilet facilities,
- lack of facilities for the hearing and visually impaired,
- no facilities for carers with small children;
8) 2 Bechi Street in Włocławek:
- access to the building is provided by an external staircase and driveway,
- 1 parking space with a stand reserved for cars used by disabled persons,
- customer service facilities located on the ground floor,
- a toilet adapted to the needs of the disabled,
- corridors inside the buildings are at least 1.20 m wide,
- routes and directions of evacuation inside the building are marked with illuminated evacuation signs,
- The European Funds Information Point located on the ground floor is equipped with an induction loop,
- facilities for carers with small children are provided in the building: there is a children’s corner next to the European Funds Information Point, a children’s playground is located in front of the building
9) 4 Waryński Street in Grudziądz:
- access to the building is provided by an external staircase, a ramp and a lifting device starting from the underground garage;
- 2 parking spaces with spots reserved for cars used by the disabled,
- the staircase inside and outside the building is equipped with handrails on both sides, extended by 30 cm at the beginning and at the end of the staircase, to guarantee safe use,
- the lift installed in the building has a control panel with markings for the visually impaired and a display showing the number of the floor on which the lift is located,
- customer service facilities located on the ground floor,
- accessible toilets,
- corridors inside the buildings are at least 1,20 m wide,
- there is a cloakroom for customers on the ground floor of the building,
- a fire alarm system is installed in the building with light signaling of danger,
- facilities for carers with small children are provided in the building: baby changing facilities located in the disabled toilet,

10) 9 Jagiellońska Street in Bydgoszcz:

- 1 parking space with a space reserved for cars used by the disabled,
- customer service rooms of the European Funds Information Point located on the first floor,
- the lift installed in the facility is equipped with a control panel with signs for the blind and a display showing the number of the floor on which the lift is located,
- a disabled accessible toilet located on the 2nd floor,
- corridors inside the buildings are at least 1.20 m wide,
